Victims' law producing more victims in Colombia

The murder of three leaders of displaced peoples will not deter the Colombian government, it claims, from its determination to return land, illegally obtained by armed groups, to its rightful owners. Land restitution is part of the pending victims' compensation law, and the flagship policy of the government of President Juan Manuel Santos. The government has created the integrated centre of intelligence for land restitution (CI2-RT) to introduce measures to protect land claimants in conflict zones in anticipation of the approval of the victims' law.
